Fighting Spirit - Targeted units are granted a boost in morale, defense and speed. Fighting spirit is a versatile special op, that can be used on any type of regiment, and can make the difference in closely contested battles. It also offers a pretty good value for the 300 EXP cost, compared to other specials in that price range.
You can use it in the early game, just make sure it is going to make a difference that's worth delaying your carpet bomb (if you have one). If you can inflict heavy losses to enemy units and/or structures, go for it! Otherwise, save it for later in the game.

also this can be useful to use on your recon(s) in order to give them that little advantage required to capture a city from your opponement's recon(s). |

Agreed but it is equivalent to the Russian Communist Zeal. Its the same thing only boosts up morale. |
