After doing a little research. Looks like a virus of some sort has changed the registry. Ive found a couple of links to assist with registry cleanup but both charge some money.
Microsoft.PCError.info
Access-Violation.ErrorHelp.info
Both these sites offer to fix the bugs after a free scan. I tend to beleive that there valid services because microsoft sent links there. If there is another solution Id gladly donate the $30 fees for debugging to this site.
Access Violation repair tools. I can get into the registry but do not know what to do from there.

when do you get this error and what OS are you using, also have you made any recent changes to your setup?
