I actually disagree with your conclusions on Tankettes. yes, they're a rather "circumstantial" unit but it can make or break a battle when used correctly.

the thing about Tankettes is that they're Japan's way of progressing through the mech stage against good anti infantry forces, mainly enemy SAS+snipers that will chew up both mortars and heavy airbornes. they're also very useful on maps such as North Africa that are considered "mech maps".

moreover with good micro Tankettes can actually devastate mechs, obviously you need a numerical advantage, but that should be taken care of with their cheaper cost...

and 1 last thing, Mikawa is the best general to go with Tankettes, since the combination of Mechanized Production and Rapid Deployment reduces Tankettes to 94 a piece in the Mechanized tent. also with Lend Lease you can pump out some much needed money to pump even more Tankettes.

to conclude, while Tankettes may be very vulnerable(to both troops and bombs) and aren't too strong themselves, they offer a very strong alternative to the otherwise standard mortars/heavy airbornes, and works especially well against Brit/Rus/Ger that either have bad mechs(Brit) or weak economy and without Mechanized Production(Rus and Ger), so as Japan you can severely outnumber them with Tankettes.
