In default multiplayer gameplay (  $500) you should order 2 HQ's as soon as the game starts, usually 2 Infantry Tents *
* Depending on country and desired build you may choose to build one Infantry HQ, and one Airborne HQ. Most commonly seen with Great Britian and Japan as they have the best Airborne regiments. Make sure to order the Infantry tent first, since you cannot deploy recon to capture cities from an Airborne HQ.
This means NO - One Tent Builds + Infantry
