bunkers DO have their uses.

the crucial thing is that before you build any bunkers you need to have something worth defending. it also needs to be something that you can't afford to defend with regiments. you also need to have an economy that can support them.

this means that you shouldn't bother building bunkers unless you've already captured a couple of cities, have at least 18 solid regiments, and have a healthy surplus of ammo.

use AA bunkers to protect your Corps HQ, division tents, and airfields from enemy bombers. I even use them to defend my regiments in staging areas and occupied cites. I'll build them on the far side of the city and have my forces resupply on the near side of the zone of supply. ideally the enemy bombers will get killed before they can reach my healing regiments.

you can use artillery bunkers to fortify captured cities to prevent them from being captured. you can use them at choke points to stop enemy forces from advancing towards your base. it's important to build machine gun bunkers in front of them to increase their chances of demoralizing enemy regiments into running away.

you can also use bunkers as part of a "hammer and anvil" strategy. instead of using entrenched regiments as the proverbial anvil build a series of artillery bunkers at a location out of sight and behind an enemy city or base. start off by bombing an enemy held city to cut off their supply zone. then move your forces into attack. attack from directions that force the enemy to retreat towards your line of bunkers and crush them.

and while it might sound crazy.... you should also not rule out building artillery bunkers behind advancing forces. I've built artillery bunkers behind advancing friendly forces so that if they're forced to disengage from an enemy base the artillery bunkers can still keep their division tents under siege to discourage engineers from repairing them. it's also useful to build them within range of enemy airfields. if the airfield is under siege from an artillery bunker it will be unable to launch bomber attacks. the fighters will have to spend several minutes of non-stop strafing to destroy the artillery bunker all by themselves. the enemy will have to redirect forces to destroy it. and a bunker only costs $40. sometimes, when compared to air strikes it's the cheaper option.
