Challenging other teams requires you are the captain of a team of your own, and both teams are in the same event.
IMPORTANT: Don't use the back/forward buttons of your browser. If you do you may need to re-login to your team. always navigate with the built-in menu
To challenge: make sure you logged into your team and find another team, many ways to find but one is under the
team menu -> team list
so you found another team, for instance:

You should see both the options menu and a challenge this team button, if you do not, either you are not logged into your team properly or you aren't both in the same event.
The challenge from there is self explanatory... select the event and the other options that follow.
Once your challenge is finished the challenged team either can accept or decline your challenge.
