True the Type 2 Ke-To were never deployed in combat. They were used in the late in the war. However the Type 3 Chi-Nu is one of the largest World War II of the line of Japanese tanks to have the 75mm. Only 166 were produced compared to Type 2 Ke-To's 29. This still however was not never seen in combat because the war was coming to an end. I think the Axis and Allies game developers had a misconception about the difference between Type 2 Ke-To and Type 3 Chi-Nu. Either way both were never used, but the Type 3 Chi-Nu is in display in museums. The average main battle gun is 57mm for the Japanese tanks. So it is significant that the game developers chose it was the only reason to make it fair.
